LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The HIV/AIDS Care and Treatment Advisor will support the implementation of life-saving humanitarian assistance (LHA) service delivery in alignment with the new U.S. Presidential Executive Order (EO) directives.  The Advisor’s primary focus will be on providing technical and oversight support to the Department of State’s Foreign Assistance Office (FAO) to strengthen program implementation and contribute to broader efforts aimed at achieving HIV epidemic control and advancing progress toward the global 95-95-95 targets by 2030.

The Advisor will focus on key programmatic areas such as Care and Treatment, TB/HIV, Prevention of Mother-to-Child Transmission (PMTCT) and Cervical Cancer Prevention (CECAP).

Location: Mozambique

Responsibilities

  • Provide technical assistance to HIV program partners, including community-based, care and treatment and provincial government programs (G2Gs).
  • Conduct regular site visits in the 4 provinces supported, to assess implementation, identify challenges, and offer actionable recommendations.
  • During site visits, assess the impact of supply chain systems, sample referral processes, and results delivery on program outcomes, and report findings to FAO’s Health Programs team.
  • Participate in meetings with implementing partners (IPs), share findings from field visits, and offer evidence-based technical guidance.
  • Engage in national technical working groups (TWGs) to provide subject-matter expertise and contribute to HIV-related policies and programs.
  • Revise and provide feedback on IPs reports, workplans and other documents
  • Work closely with provincial government entities to provide oversight and technical support for G2G implementation.
  • Submit regular reports to FAO detailing program implementation progress, challenges, and achievements.

Deliverables

  • Quarterly site visit reports for each of the four supported provinces, including implementation assessments, identified challenges, and actionable recommendations
  • Meeting summaries with evidence-based technical guidance following implementing partner meetings, documenting findings from field visits
  • Reviewed implementing partner reports, workplans, and other documents with substantive feedback, returned within the required timeline
  • Quarterly oversight reports on G2G implementation, documenting technical support provided to provincial government entities
  • Monthly comprehensive reports to the FAO detailing program implementation progress, challenges, and achievements

REPORTING:

The HIV Care and Treatment Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the COR.

Qualifications

  • A master’s degree in public health, or a related field, or a medical degree is required.
  • At least five (5) years of experience in HIV program implementation, oversight and/or technical assistance in developing countries including at least two (2) years of experience working with U.S. government and/or public international organizations.
  • Level IV (advanced professional proficiency) in both English and Portuguese, both oral and written, is required.
  • Demonstrates in-depth knowledge of HIV program implementation, including community-based, care and treatment, and government-to-government (G2G) models, with a strong understanding of the operational and policy environment at both provincial and national levels.
  • Applies advanced skills in technical assistance, stakeholder engagement, and report analysis, effectively participating in technical working groups, providing evidence-based guidance to implementing partners, and supporting the development and review of programmatic documents and workplans.
  • Proficiency in using data analytics platforms such as Tableau, Power BI, or similar dashboards for data analysis and evidence-based program management.
  • Excellent interpersonal skills and ability to work in a cross-cultural work environment.
  • Good computer skills, including familiarity with Microsoft Office programs.
  • Excellent organizational, planning, negotiating and problem-solving skills.
  • Excellent written communication skills are required to prepare regular and ad hoc reports, activity documentation and briefing papers.
