Job Summary

The GHS Technical Officer – Zambezia Province will coordinate technical leadership and support in the implementation of EpiC Global Health Security (GHS) activities at the provincial level. The position will be based in Zambezia and seconded to the Provincial Health Directorate (DPS) or Provincial Services for Health (SPS) to ensure close collaboration and alignment with provincial priorities. The Officer will coordinate implementation of project activities across all GHS technical areas, disease surveillance, outbreak response, infection prevention and control (IPC), and health emergency management, ensuring a strong One Health approach. The Officer will serve as the key liaison between provincial authorities, district teams, EpiC subpartners, and the national EpiC Mozambique team, providing ongoing coaching and mentorship to government counterparts to operationalize decisions made in technical workshops and coordination meetings. This position reports primarily to the Global Health Expert.

Accountabilities:

Technical Implementation and Coordination

  • Coordinate implementation of all EpiC GHS technical activities in Zambezia Province, ensuring timely execution according to approved workplans and budgets.
  • Lead interventions to support DPS/ SPS staff in operationalizing surveillance integration activities, including data flow mapping, analysis of reporting gaps, and implementation of improvements aligned with and to inform national systems.
  • Coordinate multi-sectoral One Health engagements between human, animal, and environmental health stakeholders at the provincial and district levels.
  • Facilitate establishment and functionality of provincial technical working groups (TWGs) on surveillance, IPC, outbreak response, and PHEOC.
  • Support preparedness and response efforts through simulation exercises, rapid response training, and outbreak investigation support.
  • Document implementation progress, lessons learned, and challenges, ensuring that provincial experiences inform national-level planning and policy discussions.
  • Maintain close communication with national EpiC GHS technical staff, subpartners, and HQ advisors to ensure technical consistency and alignment with GHSA frameworks.
  • Other activities as assigned.

Capacity Strengthening and Mentorship

  • Mentor provincial and district surveillance staff to apply practical tools for data management and outbreak reporting.
  • Help health facilities and districts identify gaps in data or surveillance systems and support local teams to develop simple improvement actions.
  • Facilitate peer learning and encourage regular feedback discussions on data and performance at district or facility level.

Partnership and Representation

  • Serve as primary EpiC GHS representative in Zambezia Province, maintaining strong working relationships with DPS, SPS, local authorities, implementing partners, and community organizations.
  • Participate in and support provincial coordination platforms, such as the Health Emergency Management Committee, Surveillance TWG, IPC Committee, and One Health taskforces.
  • Provide regular technical updates and progress reports to the Senior Surveillance Specialist and Team Leader.

Applied Knowledge & Skills

  • Solid understanding of public health systems and experience implementing health security interventions at provincial or district levels.
  • Technical familiarity with disease surveillance and at least one of the following areas: outbreak response, IPC, health emergency response preferred.
  • Proficient in organizing, analyzing, and interpreting health data using Excel and DHIS2.
  • Experience developing simple dashboards, charts, or feedback tools to help provincial or district teams track progress and identify trends.
  • Demonstrated ability to coach health staff to understand and use data for planning, supervision, and decision-making.
  • Strong coordination and facilitation skills, with ability to manage relationships across government and partners.
  • Able to plan, implement, and monitor activities independently while maintaining good communication with national teams.
  • Excellent interpersonal, analytical, and problem-solving skills.
  • Proficiency with Microsoft Office and comfort using digital reporting tools (e.g., DHIS2, Excel dashboards).
  • Fluency in Portuguese (required) and proficiency in English (preferred).

Education and Experience:

  • Bachelor’s degree and at least 7 years of relevant experience, or
  • Master’s degree and at least 5 years of experience in public health, data sciences, or related field.
  • Training in disease surveillance, outbreak response, or IPC is an asset.
  • Proven experience implementing and coordinating health programs at the provincial or district level in Mozambique.
  • Demonstrated experience engaging effectively with provincial health authorities (DPS/SPS) and facilitating multi-sector coordination meetings or technical working groups.
  • Demonstrated experience mentoring or coaching government staff to strengthen institutional capacity.
  • Prior experience in USAID, CDC, or donor-funded health programs (preferred).

Supervision Given / Received

  • Reports to: Global Health Expert
  • Seconded to: Provincial Health Directorate (DPS) or SPS Zambezia
  • May supervise short-term consultants or field activity coordinators as assigned.

Travel Requirements

  • Based in Zambezia Province, with regular in-province travel (district supervision and coordination visits).
  • Occasional travel to Maputo and other provinces for technical meetings and trainings (10–20%).
