Job Description

PSI is seeking a Technical Director to lead the technical design and implementation of innovative Sexual and Reproductive Health (SRH) and Maternal, Newborn, and Child Health (MNCH) initiatives in Mozambique. The focus will be on self-care interventions, including:

  • Self-injection of DMPA-SC (Depot Medroxyprogesterone Acetate – Subcutaneous)
  • HPV self-testing
  • HIV self-testing
  • Other relevant self-care SRH/MNCH interventions

The ideal candidate will have a strong background in public health, service delivery, and capacity building, with expertise in self-injection practices and engagement with government health ministries to influence policy and regulations.

This position is contingent upon funding approval.

The incumbent will work closely with PSI Mozambique’s Global Team, SBC Department, and Evidence Department, leading the technical implementation throughout the project.

Key Responsibilities

  • Develop and implement innovative technical strategies for SRH/MNCH programs.
  • Facilitate high-level engagement with national and sub-national governments, donors, professional associations, and partners to influence policy.
  • Support advocacy efforts to integrate self-care interventions into national policies and actively participate in MoH technical working groups.
  • Provide technical leadership and training to strengthen the capacity of project staff and partners.
  • Establish and maintain strategic relationships with key stakeholders through technical assistance and capacity building.
  • Regularly report on program activities, document key learnings, and prepare technical reports for management and donors.
  • Utilize qualitative insights, program data, and research to identify gaps, adapt approaches, and scale up successful interventions.
  • Lead and manage a multidisciplinary team across different locations in Mozambique.

Required Qualifications & Experience

  • Medical Doctor (MD)
  • Master’s Degree (or international equivalent) in Public Health (MPH), Health Administration (MHA), Business Administration (MBA), Public Administration (MPA), or a medical specialty.
  • 10+ years of experience in public health, with extensive engagement with the Ministry of Health.
  • 5+ years of demonstrated expertise in SRH/MNCH, preferably with a focus on self-care interventions and service delivery.
  • Creative thinker with the ability to lead technical approaches.
  • Proven ability to provide technical assistance to both internal teams and external stakeholders.
  • Strong analytical and problem-solving skills.
  • Excellent diplomatic skills with the ability to work effectively with government officials, partners, donors, and stakeholders at high levels.
  • Experience in health system strengthening and working with government entities.
  • Ability to assess performance and implement corrective actions.
  • Strong leadership skills, with the ability to collaborate across teams and motivate people.
  • Excellent written and verbal communication skills in Portuguese and English.
  • Must have legal authorization to work in Mozambique.
