Job Description

PSI is seeking a Technical Advisor to support the optimization of HIV prevention strategies in Mozambique. The ideal candidate will have a strong background in public health, HIV programs, and capacity building, with experience in service delivery models that improve access to HIV prevention, testing, and treatment.

This role involves engaging with key stakeholders, supporting training efforts, and contributing to strategic improvements in HIV services. The position is contingent upon funding approval.

The incumbent will collaborate closely with PSI Mozambique’s HIV department and relevant global teams to advise on technical implementation throughout the project.

Key Responsibilities

  • Develop and implement innovative technical strategies for HIV programs.
  • Work with the Country Representative and Global HIV Director to engage with government entities, donors, and partners for policy alignment and transparency in HIV strategies.
  • Support advocacy efforts to influence national policies and contribute to HIV testing guidelines and regulations.
  • Provide technical guidance and training to build the capacity of project staff and partners.
  • Establish and maintain strategic relationships with key stakeholders through technical assistance and capacity building.
  • Regularly report on program activities, document key learnings, and prepare technical reports for management and donor decision-making.
  • Utilize qualitative insights, program data, and research to identify gaps, adapt approaches, and scale up successful interventions.

Required Qualifications & Experience

  • Medical Doctor (MD) with extensive experience in HIV programs in Mozambique.
  • Master’s degree in Public Health (MPH), Health Administration (MHA), Business Administration (MBA), Public Administration (MPA), or equivalent.
  • 10+ years of relevant experience in public health, with a strong focus on HIV programs.
  • 5+ years of demonstrated technical expertise in HIV prevention, diagnostics, and testing (experience in developing testing algorithms preferred).
  • Experience working within Mozambique’s health system, including engagement with government entities and key stakeholders.
  • Proven experience in technical assistance, capacity building, training, and mentorship.
  • Strong analytical skills, with proficiency in data analysis, reporting, and program monitoring.
  • Excellent written and verbal communication skills in Portuguese and English.
  • Must have legal authorization to work in Mozambique.
