Job Description:
1. Team Leadership
- Develop a high-performing finance team to meet project requirements.
- Foster a work environment of trust, respect, and teamwork.
- Ensure clear job descriptions, performance agreements, and biannual evaluations for finance, administration, and supply chain staff.
- Lead capacity-building initiatives for staff, including coaching and development plans.
2. Strategic Financial Planning & Management
- Oversee financial management in compliance with donor and WV policies.
- Prepare annual budgets, cash flow projections, and funding requests.
- Manage MyPBAS adjustments, reconciliations, and reporting.
- Conduct financial analysis (burn rates, expenditure tracking) and advise senior management.
3. Financial Accountability & Reporting
- Ensure accurate accounting and timely financial reporting.
- Review and approve journal entries, coding, and financial reports (Quarterly Financial Reports, Pipeline Analysis, etc.).
- Monitor expenditures against donor-approved budgets and recommend adjustments.
- Ensure compliance with donor regulations (source/origin, cost principles).
4. Risk Management & Control
- Lead internal/external audits and implement audit recommendations.
- Oversee sub-grantee financial operations, including capacity assessments and compliance.
- Manage grant tracking systems for informed decision-making.
5. Capacity Building
- Train finance and non-finance staff on financial management.
- Interpret financial reports for non-finance staff to aid project implementation.
6. Assets & Procurement Management
- Ensure proper management and risk mitigation of project assets.
- Strengthen inventory control and procurement processes per donor/WV policies.
7. General Responsibilities
- Model World Vision’s Christian ethos and lead spiritual devotions.
- Adapt to additional duties as needed.
Requirements:
Professional Experience:
- Minimum 10 years in finance, accounting, auditing, or business.
- Expertise in financial systems, budgeting, and internal controls.
- 5+ years hands-on experience with financial software (Sun Systems preferred).
- Experience with log frames and partner collaboration is a plus.
Education & Certifications:
- University degree in Finance, Accountancy, or Business.
- Master’s degree (preferred) in Education, International Development, or related field.
- CPA or equivalent certification is advantageous.
Preferred Qualifications:
- Knowledge of cost principles and grant management.
- Experience with large international grants.
Travel & Language:
- Based in Nampula with frequent travel to Monapo, Meconta, and Milange.
- Fluency in Portuguese and English (written and spoken).
