Job Opportunity – Senior Partnerships Officer

Functional Responsibilities
Reporting to the Partnerships Advisor, the Senior Partnerships Officer will support project development and resource mobilization efforts in Mozambique within UNOPS’ key focus areas. Responsibilities include:
Project Development & Resource Mobilization
- Identify funding opportunities with governments, international/national agencies, multilateral institutions, NGOs, foundations, and the private sector.
- Collaborate with the Country Manager and Project Managers to develop expressions of interest, concept notes, and project proposals, including budgets and cost estimations.
- Create new engagements in the ERP system and manage the internal approval process in coordination with the Partnerships Development Office (PDO) in ESAMCO.
Communications & Stakeholder Engagement
- Design and produce communications materials such as fact sheets, presentations, capacity statements, FAQs, and country positioning documents.
- Lead advocacy, visibility, and outreach initiatives targeting potential partners.
- Coordinate and attend donor and partner meetings, producing high-quality minutes and action-oriented summaries.
- Build and maintain relationships with key stakeholders and keep up to date on social, political, and economic trends.
Tracking & Reporting
- Maintain the engagement pipeline, projection tracking sheets, meeting records, and engagement databases.
- Conduct nationwide research and analysis on donor interests, funding cycles, and engagement opportunities.
- Support progress reporting and communications for internal and external audiences.
- Keep UNINFO and other required communications platforms updated in coordination with the ESAMCO communications team.
- Maintain a comprehensive repository of donors, funding cycles, and partnership modalities.
Other Responsibilities
- Frequent travel to Pemba may be required.
- Perform tasks as lead developer for all new engagement processes.
- Provide timely inputs and updates for ESAMCO and relevant stakeholders.
- Assist the Country Manager in strategic engagement with current and potential partners.
Monitoring and Progress Controls
- Regularly update advocacy materials and communication tools.
- Track progress of business acquisition and provide reports as needed.
- Ensure alignment with ESAMCO strategies and maintain close coordination with PDO and other regional offices.
Education Requirements
- Master’s degree (or equivalent) in Economics, Management, International Affairs, Political Science, Development Studies, or a related field with at least 2 years of relevant experience.
- A Bachelor’s degree with an additional 4 years of relevant experience may be accepted in lieu of a Master’s.
Experience Requirements
- Minimum 2 years of experience in programme management, international development, partnerships, or resource mobilization.
- Experience in:
- Stakeholder management (preferred)
- Partner engagement (asset)
- Proposal and report writing (highly desirable)
- Business development and project acquisition
- Strong computer skills, including proficiency in office software and spreadsheet/database tools.
Language Requirements
- Full professional fluency in English is required.
- Working proficiency in Portuguese is highly desirable.
