The Opportunity

As the Emergence Response Manager, you will:

  • Oversee the management of displacement response programs in Nampula and Cabo Delgado, ensuring alignment with Plan International’s policies and procedures.
  • Lead and manage rapid needs assessments, focusing on the specific needs of children, particularly girls.
  • Provide strategic recommendations to the Country Director and Senior Management Team based on assessment findings.
  • Support the selection of local partner organizations, ensuring they align with Plan International’s humanitarian approach and priorities.
  • Collaborate with technical specialists to ensure high-quality programs that positively impact children.
  • Ensure adherence to international humanitarian standards, including SPHERE, Child Protection Minimum Standards, INEE, and Core Humanitarian Standards (CHS).
  • Prepare high-quality reports for donors, UN agencies, and internal stakeholders.
  • Develop and manage a grant pipeline in collaboration with the Business Development Manager (BDM).
  • Work closely with BDM to develop strong funding proposals for institutional donors.
  • Supervise local operational support functions as needed (finance, HR, logistics).

About You

Qualifications:

  • Bachelor’s Degree in Disaster Risk Management, Humanitarian Studies, International Development, International Relations, Social Studies, Agriculture, Public Health, or a related field.
  • Postgraduate qualification (preferred) in Disaster Risk Reduction, Humanitarian Response, Climate Adaptation, Program Management, or related areas.

Skills & Experience:

  • Strong knowledge of humanitarian response standards such as SPHERE and CHS.
  • Ability to communicate effectively and influence stakeholders.
  • Proven experience in coordinating with government and NGOs in humanitarian programs.
  • Track record in proposal writing and securing funding.
  • Fluency in Portuguese and English (written and verbal).
