Key Responsibilities
Accountabilities and Results
- Conduct monthly staff meetings to address issues, reflect on program progress, and encourage learning for improvement.
- Ensure high-quality completion of People & Culture (P+C) documentation, including PRFs, PAFs, Annual Performance Plans, Mid-Year Performance Reviews, and Learning and Development plans.
- Build staff capacity by developing and implementing personal capacity-building plans, providing coaching, and enhancing commitment, character, competence, and critical thinking.
Local Relationships and Advocacy
- Build and maintain relationships with key stakeholders, including government, NGOs, and churches.
- Act as the primary focal point for government relations in the district, ensuring support for World Vision’s projects.
- Align WV’s plans with district development plans and communicate WV’s approaches to stakeholders.
- Build alliances with organizations focused on child well-being and develop advocacy partnerships to influence policy development.
Program Design, Monitoring, and Evaluation (DME)
- Ensure timely and high-quality DME processes.
- Lead the writing of district design documents in line with LEAP standards.
- Balance community needs, national strategy, and global best practices in project approaches.
- Develop annual plans and budgets, integrating disaster management, advocacy, and cross-cutting themes like gender and faith.
- Facilitate baselines, evaluations, and monitoring reports to improve project implementation.
Program Implementation and Management
- Apply WV’s Development Program Approach (DPA) principles throughout the district program.
- Ensure adherence to Child Protection, DME, and Sponsorship standards.
- Improve integration between projects funded by sponsorship, grants, or private donors.
- Develop monthly staff plans, annual procurement plans, and monitor progress against project targets.
- Lead disaster response efforts and adjust program activities as needed.
Sponsorship Management and Child Protection
- Ensure compliance with sponsorship standards and integration with development programming.
- Educate government and communities on WV’s sponsorship approach.
- Ensure staff follow the WV Child Protection Policy and respond promptly to child protection incidents.
Financial Management
- Prepare and monitor annual budgets, ensuring good stewardship of financial resources.
- Review monthly financial reports and prepare variance explanations.
- Ensure compliance with WV financial policies and prepare management responses to audits.
Reporting
- Prepare and submit regular reports to district, province, and national offices, including Monthly Management Reports, 6-monthly Programme Reports, and Annual Programme Reports.
- Monitor the local context and report on changes affecting program activities.
- Provide coaching to staff to improve report quality.
Support Office Relationships
- Build effective relationships with Support Offices, responding to queries and hosting visits.
- Ensure a good flow of information between district projects and Support Offices.
General
- Communicate World Vision’s Christian ethos and demonstrate spiritual leadership.
- Attend and lead weekly devotions.
Position Requirements
Education and Knowledge
- Bachelor’s Degree in a relevant field (Development, Management, Social Sciences).
- Conceptual understanding of and commitment to development work among the poor.
- Knowledge of program/project cycle management and aspects of development work (health, education, food security, child protection, disaster management, advocacy).
Experience
- Minimum of 5 years in managerial or leadership positions.
- Experience in project/programme management throughout the project cycle.
Skills/Abilities
- Excellent written and oral communication skills in English and Portuguese.
- Strong planning, budgeting, and organizational skills.
- Strong knowledge of financial management and accounting principles.
