The MENTOR Initiative (MENTOR) is a humanitarian organization specializing in disease control and improving healthcare access in emergency settings across Africa, the Middle East, and South America. As the leading organization dedicated to controlling malaria and other vector-borne diseases in complex environments, MENTOR implements large-scale disease control interventions while supporting remote and underserved communities affected by conflict and natural disasters.

MENTOR also works to build the technical and operational capacity of local and international partners to integrate medium- and long-term disease control systems into their operations and country strategies.

Role Overview

MENTOR is seeking an experienced and highly motivated Country Director with expertise in disease control to lead and develop a country program, collaborating with a strong UK-based team. The selected candidate will receive training in MENTOR’s systems and approaches before taking on the leadership of a country program in an emergency setting.

Key Responsibilities

Strategic Leadership & Representation

  • Develop and manage MENTOR’s strategic plan in the country.
  • Represent MENTOR in national and international forums, engaging with government institutions, donor organizations, NGOs, UN agencies, and private-sector partners.
  • Strengthen partnerships and ensure effective collaboration with stakeholders.
  • Lead fundraising efforts for ongoing and new activities, expanding the disease control program portfolio.

Program Management & Implementation

  • Oversee the implementation of disease control programs, ensuring alignment with community needs and government requirements.
  • Supervise field research and ensure the use of evidence-based monitoring and evaluation methods.
  • Ensure operational effectiveness, including procurement, stock management, fleet maintenance, and logistics.
  • Guarantee compliance with MENTOR’s finance systems and administrative procedures.

Team Leadership & Capacity Building

  • Recruit, train, and manage in-country personnel, ensuring professional development and technical capacity building.
  • Supervise both international and national teams, maintaining a strong performance management system.
  • Enforce adherence to MENTOR’s code of conduct, including policies on safeguarding, anti-bribery, and anti-corruption.

Grant & Financial Management

  • Develop and oversee project budgets, ensuring compliance with MENTOR and donor requirements.
  • Lead grant management, ensuring timely reporting and proposal development.
  • Prepare detailed financial and narrative reports for donors and stakeholders.

Security & Risk Management

  • Develop and enforce security and safety policies for MENTOR’s operations.
  • Monitor security conditions, ensuring risk mitigation strategies are in place for staff and projects.

Qualifications & Experience

  • Minimum of five years of experience managing health-related programs in emergency or low- and middle-income country settings.
  • Postgraduate degree in a relevant field (public health, international development, disaster risk management, etc.).
  • Proven track record in proposal writing and fundraising for health programs.
  • Experience in NGO operations, including donor relations, HR management, finance, and logistics.
  • Strong knowledge of monitoring, evaluation, and learning in the humanitarian sector.
  • Fluent in Portuguese and English (spoken and written).
  • Experience with UNICEF and other international donors is an advantage.
  • Excellent communication, analytical, and organizational skills.
  • Ability to manage teams effectively and work under pressure in challenging environments.
