About the Program:

The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned GIZ to implement the “Pro Educação” and “Labour Market Orientation of National TVET and Employment Policies – PEPE” programs, co-financed by the Norwegian Government and the European Union.

To strengthen internal and external communication, knowledge management, and team processes, we are seeking a Communication and Knowledge Management Advisor. This role will enhance the visibility and strategic positioning of the Education and TVET Thematic Area while fostering collaboration across programs and with partners.

Responsibilities:

1. Coordination of Communication and Visibility Activities

  • Implement a joint communication concept aligned with GIZ standards and donor expectations.
  • Manage external communication firms/service providers (briefing, coordination, quality control).
  • Develop and monitor communication strategies/plans with program staff and partners.
  • Ensure compliance with GIZ, BMZ, EU, and Norad branding guidelines.
  • Oversee production of communication materials (social media, factsheets, videos, success stories).

2. Knowledge Management and Internal Communication

  • Facilitate knowledge-sharing across programs and teams.
  • Structure and disseminate information for program planning and reporting.
  • Develop internal documentation formats (team posts, briefs, knowledge-capture templates).
  • Ensure knowledge continuity between project phases.

3. Event Support and Partner Engagement

  • Organize workshops, trainings, and public/internal events.
  • Prepare event materials (speaking points, presentations, press releases in English/Portuguese).
  • Liaise with GIZ Country Office, BMZ, EU, government partners, and stakeholders.
  • Serve as the focal point for GIZ headquarters’ communication unit (branding approvals).

4. Advisory and Support Functions

  • Guide program staff on communication/knowledge product design.
  • Ensure results are communicated accessibly and aligned with strategic goals.
  • Advise on maximizing outreach to Mozambican stakeholders and international partners.
  • Support cross-cutting organizational tasks as needed.

Requirements:

1. Qualifications and Skills:

  • University degree in Communication, PR, Political Science, Public Administration, Marketing, or related field.
  • Fluency in Portuguese; excellent written/spoken English.
  • Strong teamwork and communication skills.
  • Proficiency in MS Office, Teams, and design software (e.g., Adobe InDesign).

2. Professional Experience:

  • Minimum 3 years in communication, PR, or knowledge management (international cooperation or private sector preferred).
  • Experience implementing communication strategies and managing external service providers.
  • At least 3 years working in Mozambique with local context understanding.
  • Familiarity with development cooperation (especially education, TVET, employment promotion).

3. Additional Competencies:

  • Ability to simplify complex topics for diverse audiences.
  • Knowledge of German/local Mozambican languages (advantage).
  • Digital communication/social media expertise (campaigns, basic graphic editing).
  • Proactive, adaptable, and results-driven under pressure.
  • Willingness to travel within Mozambique.
  • Project management skills (planning, implementation, reporting).
