About the Role

World Vision seeks an experienced Chief of Party (COP) to lead a USDA McGovern-Dole Food for Education and Child Nutrition Program in Mozambique. This pivotal role will oversee a $25M+ initiative to improve school feeding, literacy, and nutrition outcomes for vulnerable children.

Key Responsibilities

Strategic Leadership

  • Provide overall vision, technical direction, and administrative oversight for the program.
  • Serve as primary liaison between USDA, Mozambican government, and stakeholders.
  • Ensure compliance with USDA regulations and World Vision policies.

Program Management

  • Oversee project planning, implementation, and deliverables.
  • Manage operational/financial priorities, including annual budgeting and work plans.
  • Lead a multidisciplinary team and foster partnerships with local organizations.

Stakeholder Engagement

  • Represent the project at high-level forums and advocate for USDA’s Learning Agenda.
  • Build relationships with government, donors, and communities to ensure alignment.

Monitoring & Capacity Building

  • Facilitate timely reporting (quarterly/annual reports, activity updates).
  • Mentor staff and promote a culture of adaptive learning and gender-sensitive programming.

Requirements

Education & Experience

  • Advanced degree in Education, Nutrition, Agriculture, Development Studies, or related field.
  • 10+ years managing complex USAID/USDA-funded programs (minimum $10M budget).
  • Proven experience as COP, Deputy COP, or Senior Manager in:
    • School feeding/nutrition programs
    • Fragile contexts
    • Multi-stakeholder collaborations

Skills & Competencies

  • Fluency in English (required); Portuguese (strongly preferred).
  • Expertise in USDA McGovern-Dole regulations and Mozambique’s development context.
  • Strong analytical, interpersonal, and presentation skills.
  • Commitment to gender equality and “Do No Harm” principles.

Logistics

  • Ability to travel frequently within Mozambique.
  • Position contingent upon donor funding approval (anticipated start: October 2025).
