Organizational Context
The project “Land, Water and Peace: Institutional Support, Community Empowerment and Peacebuilding through Natural Resource Management in Cabo Delgado Province” aims to enhance inclusive governance of land and water resources to foster durable solutions and social cohesion in displacement-affected communities. Implemented jointly by FAO, UN-Habitat, and WFP, the project supports community-driven action planning, pilot interventions, and institutional reforms across integration, resettlement, and return contexts.
Aligned with Mozambique’s Reconstruction Plan for Cabo Delgado (PRCD) and National Policy on Internal Displacement, FAO leads technical delivery in agricultural livelihoods, land governance, and local capacity building.
Reporting Lines
The National Project Coordinator will:
- Report directly to the Head of Field Office in Cabo Delgado,
- Receive overall supervision from the Emergency and Resilience Coordinator (FAO Mozambique),
- Obtain technical guidance from the Lead Technical Officer (FAO Regional Office for Africa).
The Coordinator will collaborate closely with national/local authorities, partners, and CSOs to ensure alignment with government priorities and effective project implementation.
Key Responsibilities
Project Coordination & Implementation
- Lead operational coordination of FAO components, ensuring alignment with work plans and objectives.
- Facilitate community-based diagnostics, participatory planning, and pilot interventions on land/water governance and peacebuilding.
- Identify and coordinate local implementing partners (CSOs, service providers).
Government & Institutional Engagement
- Serve as focal point for provincial/district governments (e.g., SDAE, SDPI, SPAS).
- Support policy dialogue on land tenure, water management, and nature-based solutions.
- Strengthen capacities of government counterparts and community governance structures.
Monitoring, Reporting & Knowledge Management
- Oversee data collection, field monitoring, and documentation of best practices.
- Prepare technical/financial reports for FAO and donors.
- Participate in joint monitoring missions with UN/government actors.
Partnerships & Communication
- Foster synergies with UN-Habitat, WFP, and other partners.
- Organize stakeholder forums, training sessions, and visibility activities in line with FAO communication standards.
Minimum Requirements
- Education: Advanced university degree (Master’s or equivalent) in Agriculture, Rural Development, Natural Resource Management, Social Sciences, or related fields.
- Experience: Minimum 5 years in project coordination in humanitarian/development/peacebuilding contexts.
- Languages: Working knowledge of English and Portuguese.
- Nationality: Mozambican.
