About the Role
As Country Director, you will lead SI’s humanitarian operations in Mozambique, overseeing strategy, security, and resource allocation during a critical restructuring phase. The mission focuses on WASH, food security, and emergency response in Cabo Delgado, a region impacted by cyclones and armed conflict (700,000+ displaced).
Key Responsibilities
✔ Strategic Leadership:
- Define/implement country strategy aligned with SI’s humanitarian goals.
- Represent SI to donors, authorities, and partners (UNHAS, NGOs).
✔ Mission Management:
- Coordinate downsizing from 140 to 40–50 staff and 3 to 1 operational base.
- Ensure financial sustainability amid reduced funding (BHA termination).
✔ Security & Operations:
- Adapt security protocols for Level 2/3 areas (Pemba/Mueda).
- Supervise finalization of ongoing projects (CDCS, SDC, AERMC).
✔ Team Stabilization:
- Clarify roles post-restructuring to prevent inefficiencies.
- Mitigate tensions with local communities/authorities.
Challenges & Priorities (First 3 Months)
- Financial Monitoring: Tight control during downsizing.
- Security: Update SOPs for new operational footprint.
- Fundraising: Develop proposals (RRM ECHO, new donors).
Requirements
✔ Education: Master’s in Humanitarian Action, Development, or related field.
✔ Experience:
- 5+ years in humanitarian sectors (WASH/FSL preferred).
- 3–4 years as Country Director or equivalent in high-risk contexts.
✔ Skills: - Macro-financial management (SI tools proficiency).
- Fluent English (mandatory); Portuguese/Spanish/Italian (advantage).
- Leadership in conflict zones (Cabo Delgado knowledge ideal).
Conditions
- Salary: €3,740 gross/month + $750 monthly Per Diem.
- Housing: Provided in Pemba (security level 2).
