About GIZ
GIZ is recruiting a Climate Change Advisor (m/f/d) for the PCTE – Política Climática e Transição Energética program. Mozambique is one of the African countries most affected by climate change, facing severe environmental, social, and economic consequences. The country experiences frequent climate-related disasters, such as droughts, floods, and cyclones, highlighting the urgency of effective mitigation and adaptation strategies.
As part of the Paris Agreement, Mozambique submitted its updated Nationally Determined Contributions (NDCs) in December 2021, outlining climate action commitments for 2020–2025. However, these commitments do not yet provide a long-term climate strategy beyond 2025. The third round of NDC submissions, expected in 2025, will define NDC 3.0, aligning Mozambique’s climate policies with global mitigation and adaptation efforts.
In June 2024, Mozambique and Germany strengthened their cooperation through the Climate and Development Partnership (P+), which supports Mozambique in implementing ambitious climate and energy policies. The PCTE program, implemented by GIZ and commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ), is designed to strengthen Mozambique’s institutional capacities while contributing to the National Development Strategy 2015–2035.
Key Responsibilities
- Facilitate and coordinate GIZ’s support for the development and implementation of strategic measures for NDC 3.0, ensuring coherence across climate adaptation and mitigation efforts.
- Ensure alignment of Mozambique’s NDC implementation tracking, investment plans, and climate governance with national and international priorities.
- Coordinate professional exchanges between relevant partners from science, academia, and practitioners, evaluating existing instruments to support NDC 3.0.
- Support collaboration between donors and institutions in implementing targeted support services aligned with national climate objectives.
- Organize and implement workshops, training sessions, and capacity-building initiatives on evidence-based approaches for NDC implementation, monitoring, and reporting.
- Plan and manage national and regional dialogue formats, including expert meetings and technical events related to climate policy.
- Manage and coordinate national/international consultants, including the development of terms of reference, project activities, procurement, supervision, and quality assurance of deliverables.
- Oversee project-related activities and processes, providing ad-hoc support for ministry requests and additional tasks assigned by the team leader.
Qualifications and Experience
- University degree (Bachelor’s, Master’s, or higher) in natural, environmental, or social sciences, geography, natural resource management, international relations, or related fields.
- Minimum of three years of professional experience in climate change, climate policy, or energy transition, particularly related to NDCs, the Paris Agreement, adaptation, and mitigation strategies.
- Strong understanding of Mozambique’s national climate policies, strategies, and governance frameworks.
- Proven experience in coordinating multi-stakeholder processes, engaging with donors, ministries, international organizations, and facilitating high-level political dialogue.
- Experience in capacity-building initiatives, including workshop design, training facilitation, and advisory services for technical and policy stakeholders.
- Excellent analytical and conceptual skills, with the ability to develop project activities, assess policy instruments, and communicate complex topics clearly.
- Strong advisory, communication, and management skills, with a results-oriented and detail-focused work ethic.
- Fluent in Portuguese and English (B2-C1 level), with excellent written and spoken communication skills.
- Proficient in MS Office software (Word, Outlook, SharePoint, Excel, Teams, PowerPoint, etc.).
