PEMBA BASE MANAGER
Location: Pemba, Mozambique
Rotation: 28 days on / 28 days off
Mobilisation: April 2026

About the Role We are seeking an experienced Pemba Base Manager to lead and oversee logistics base operations in Pemba, Mozambique, supporting major offshore drilling and operational activities. The role carries full responsibility for safety, logistics performance, contractor management, and cost control across multiple logistics interfaces including base operations, port, and airport activities.
You will be appointed RSES (Responsible for Safety and Environment on Site) for the Pemba support base, which includes the Muxara Base, representative office, port jetty, and airport where operations are performed.
This is a senior, high-impact position operating in a challenging environment with significant operational scale and budget responsibility.

Key Dimensions

  • Logistics base area: 9 hectares
  • Peak POB: Up to 150 personnel during drilling campaigns
  • Logistics contracts: 3 major contracts with a combined budget exceeding USD 80M
  • Assets under management: USD 100M of drilling equipment
  • Fleet & handling: 30 trucks and lifting equipment
  • Operations tempo:
    • ~3 vessel port calls per week
    • Up to 5 flights per day at peak periods

Key Responsibilities HSE & Leadership

  • Act as RSES for Pemba Baseensuring full compliance with Company HSE policies and standards.
  • Lead the on-site emergency response team in line with the Emergency Response Plan (ERP).
  • Define, implement, and monitor Safety & Environment objectives for Muxara Base.
  • Organise and chair safety meetings, toolbox talks, and daily operations meetings.
  • Investigate HSE incidents and ensure corrective actions are implemented and closed out.
  • Promote safety awareness across logistics teams and contractors, including preparation of bridging documents.
  • Host and conduct regular HSE tours and inspections.

Logistics & Operations Management

  • Plan, organise, and coordinate all logistics operations at Pemba (base, warehouses, quayside, port, airport).
  • Oversee quay operations at Pemba Port, airport operations, and crew change activities.
  • Manage storage, land transport, marine, and aviation logistics in support of operations.
  • Supervise refurbishment and maintenance of logistics base facilities.
  • Ensure efficient yard management, warehousing, and stock control practices.
  • Ensure regular monitoring, reconciliation, and reporting of physical stock.

Contract & Cost Management

  • Manage and supervise logistics service contracts (base services, camp services, offices, etc.).
  • Conduct Service Quality Meetings (SQMs) with logistics contractors.
  • Verify contractor timesheets, AFPs, and invoices to ensure accuracy and compliance.
  • Contribute to annual budget preparation in coordination with Cost Control and Logistics Management.
  • Maintain focus on cost efficiency while upholding safety and operational excellence.

People & Performance

  • Participate in recruitment and onboarding of new personnel, with a focus on national workforce development.
  • Coach and mentor logistics teams on best practices in logistics operations and HSE.
  • Ensure procedures are up to date, understood, implemented, and adhered to.
  • Produce accurate weekly, monthly, and annual reports, including KPI tracking.

Qualifications & Experience

  • RSES training and certification
  • Degree in Engineering or Management Sciences
  • Minimum 10 years’ experience in Oil & Gas Logistics and Materials Management
  • Strong knowledge of legislation, company rules, standards, and procedures
  • SAP knowledge desirable (SCOT, UNISUP/UNISOL – MM & RLM modules)
  • Languages:
    • Fluent English (mandatory)
    • Portuguese and/or French highly desirable
  • Strong leadership presence, able to work independently and remain calm and decisive under pressure
