GIZ is recruiting one Specialist for Monitoring and Evaluation (M&E), Visibility and Events (m/f/d), based in Beira-Sofala, Mozambique to work for the Sustainable Blue Economy Initiative in Mozambique(ProsperAzul) and the Strengthening the Competitiveness in selected Value Chains Project (VaMoz Competir).

Main tasks
The specialist is responsible for monitoring and evaluation of the Sustainable Blue Economy Initiative (ProsperAzul) co-financed by the European Union and the German government as well the project Strengthening Competitiveness in Selected Value Chains (VaMoz Competir) in the three central provinces (Sofala, Manica, Tete). The specialist will organise data collection and ensure continues reporting on project indicators in the three central provinces. Responsibilities also include tasks in communication, visibility, event and knowledge management. The specialist will collaborate closely with the technical advisors in the three Provinces. He/she reports directly to the monitoring and communication team leader in Maputo and works in close coordination and collaboration with the other members of the monitoring and communication team based in Maputo and Nampula.
Key activities
M&E
- Supporting the M&E Specialist in Maputo in developing data collection methods and tools.
- Responsible for data collection in the three central provinces (Sofala, Manica, Tete).
- Responsible for monitoring of activities and implementation progress in the three central provinces (Sofala, Manica, Tete).
- Responsible for data compiling of quality data from the three provinces in the centralized digital monitoring tool.
- Responsible for organizing, conducting and documenting monthly planning and coordination meetings for the central region with the regional technical advisors the three central provinces.
- Supporting the implementation of monitoring activities in the three provinces.
Visibility and Events
- Ensure the implementation of the guidelines for communication of GIZ and relevant donors (German Governments and European Union).
- Support the communication specialists in Maputo in the production of communication and visibility products.
- Leads the organization and documentation of events and visits in the three provinces.
- Ensures photographic coverage of events.
- Collects information from the field to produce content for success stories and impact communication.
- Supports technical advisors and partners at provincial level in implementing the visibility guidelines in accordance with the visibility guidelines GIZ and relevant donors (German Governments and European Union).
Regular work trips within the central provinces to carry out monitoring activities, organise and implement events.
Close cooperation with the technical and administration team at the provincial level and with the M&E and Communication Team based in Maputo and Nampula.
Other ad hoc tasks that arise in daily work may also include administrative and technical tasks.
Requirements
Education
- A first level university degree (bachelor’s degree) in monitoring and evaluation, economic, social sciences, communication or other related subjects (agriculture, agronomy, blue economy).
- Monitoring and evaluation certification including result-based monitoring, data collection would be an asset.
- Certification on communication or marketing would be an asset.
General experience
- A minimum of 5 years of professional experience working in monitoring and evaluation
- At least four 4 years of experience in international development cooperation in the agricultural and / or blue economy sectors.
- At least 4 years of relevant experience in interaction with actors from public and private sector as well as civil organisations
Specific professional experience, expertise & competencies
- At least 4 years of experience working in international development cooperation in rural areas in the provinces of Sofala, Manica and Tete.
- Knowledge in the agricultural and/ or blue economy sectors, demonstrating an understanding of MSME development, skills development for smallholders or private sector development.
- Proven track record in creating and managing excel spreadsheets
- Proven track record in using ICT-based applications for data collection
- Knowledge of descriptive statistics and statistical software is an advantage
- Proven track record in organizing events
- Strong analytical skills and excellent communication competencies
- Ability to speak and write fluently in Portuguese and English
- Knowledge of relevant local languages an asset (Sena, Ndau, Shona, Nyungue).
