1. Role Purpose
The Health & Safety Officer is responsible for ensuring that all LPG filling, storage, offloading, and distribution operations comply with health, safety, security, and environmental (HSSE) regulations. The role focuses on minimizing operational risks, ensuring regulatory compliance, enforcing safe work practices, and promoting a strong safety culture across the facility.
2. Key Responsibilities
A. Compliance & Regulatory Requirements
- Ensure compliance with Mozambique’s INP, INAMAR, Ministry of Labour, fire safety, hazardous substances, and environmental regulations.
- Maintain up-to-date knowledge of relevant LPG and industrial safety standards, including NFPA 58, ISO, and company HSSE policies.
- Prepare HSSE compliance reports for local authorities and company leadership.
B. Safety Management & Operational Oversight
- Conduct daily, weekly, and monthly safety inspections across the LPG filling plant, cylinder storage yards, vehicle loading bays, and bulk storage areas.
- Monitor the integrity of tanks, piping, pumps, compressors, filling carousels and safety systems.
- Ensure proper functioning of fire detection, firefighting equipment, gas leak detectors, and emergency shutdown systems.
- Enforce safety procedures for:
- LPG bulk tanker offloading
- Cylinder filling operations
- Cylinder handling and storage
- Vehicle loading/unloading
- Maintenance and hot-work activities
C. Risk Assessment & Permit to Work
- Conduct risk assessments, HAZOP reviews, and job safety analyses (JSAs).
- Manage the Permit-to-Work system, including:
- Hot work
- Confined space entry
- Working at heights
- Electrical maintenance
- Investigate potential hazards and ensure corrective actions are implemented.
D. Incident & Emergency Management
- Lead investigations of incidents, near misses, property damage, and unsafe behaviours.
- Maintain incident logs, root-cause analysis reports, and follow-up action plans.
- Oversee site emergency response drills (fire, leak, evacuation).
- Act as key coordinator during emergency situations.
E. Training & Safety Culture
- Deliver training to staff and contractors on:
- LPG handling and hazards
- Use of PPE
- Firefighting and first aid
- Emergency response procedures
- Promote a safety-first culture through toolbox talks, safety campaigns, and behavior-based safety initiatives.
F. Environmental & Occupational Health
- Monitor environmental controls (air emissions, spills, waste management).
- Ensure compliance with occupational health requirements:
- Noise monitoring
- Heat exposure
- Medical surveillance
- Manage the safe storage, disposal, and handling of hazardous materials.
3. Minimum Qualifications & Experience
Qualifications
- Diploma or degree in Occupational Health & Safety, Environmental Science, Engineering, or related field.
- Recognised certifications such as:
- NEBOSH International General Certificate
- SAMTRAC / NOSA
- ISO 45001 internal auditor (advantage)
Experience
- Minimum 3–5 years HSSE experience in LPG, petrochemical, fuel terminal, industrial gas, or similar hazardous environment.
- Experience with bulk LPG operations and cylinder filling plants preferred.
- Strong knowledge of emergency response and fire safety systems.
4. Skills & Competencies

- Strong leadership and communication skills.
- Ability to train teams at all education levels.
- High attention to detail and strong problem-solving ability.
- Ability to work under pressure and make critical decisions during emergencies.
- Proficiency in safety reporting tools and incident management software.
5. Key Performance Indicators (KPIs)
- Reduction in incidents, near misses, and unsafe acts.
- Compliance with regulatory audits and internal HSSE standards.
- Training completion and competency levels of staff.
- Effectiveness of emergency response drills.
- Implementation rate of corrective actions.
6. Working Conditions
- Based full-time at the LPG Filling Plant in Matola.
- Exposure to outdoor industrial environment, high-pressure LPG systems, and hazardous materials.
- Requires wearing PPE and participating in emergency standby rotations.
